Abstract

The Dimensional Metrology Group (DMG) at National Institute of Standards & Technology (NIST), along with various other organizations were involved in the development of the ASTM E3125-17 documentary standard for 3D imaging systems.  The ASTM E57 committee on 3D imaging systems created a working group in 2013 to standardize the evaluation of instruments such as Terrestrial Laser Scanners. NIST led the effort and was a major contributor in developing this standard within the ASTM framework. The members of this working group constituted stakeholders such as National Metrology Institutes, instrument manufacturers, end users and subject matter experts. This working group released the ASTM E3125-17 standard in 2017. Over 20 publications were published by DMG staff detailing the considerations and methods used in this standard. These methods were realized and tested at NIST before being incorporated into the final standard.

Many background activities that led to the development of this standard were not technical, rather procedural and organizational and therefore do not appear in any of the publications. The standards development process adopted was very systematic in its methodology. This process enabled a balanced approach that addressed the concerns of the stakeholders while maintaining their involvement and establishing a consensus.

This paper will present an overview of the technical work that went into developing this documentary standard and will also discuss the systematic standards development process adopted by the group within the ASTM framework.
